The Position: SHE Safety Engineer

What you will do: 

What you will bring: 

• Level of education & knowledge: 
  • Bachelor degree in chemical engineering / safety engineering
• Experience in general: 
  • 2+ years of dedicated safety management experience in a chemical plant.
  • Demonstrated track record of leading PSM programs, HAZOP reviews, and regulatory audits
• Technical skills: 
  • Industrial safety manager and hazard material license and others
  • Strong working knowledge of local and global SHE regulations, OSHA PSM standards, and ISO 45001 management systems
  • Knowledgeable in HAZOP & Safety Risk Assessment
  • Good written & spoken English

Compensation.

The actual base pay offered to the successful candidate will be based on multiple factors, including but not limited to job-related knowledge and skills, experience, geographical location, and internal equity.  Compensation decisions are carefully made based on the facts and circumstances of each position and candidate.

The Location: 

This opportunity is located in Ulsan.

1. Safety planning and program implementation

• Ensure that the workplace is monitored and is fully in compliance with all applicable legal SHE standards, rules, regulations and INEOS safety requirements in order to maintain safety in site.
• Develop and implement relevant written SHE procedures and update accordingly.
• Provide oversight and conduct audits for site management of change (MOC) and pre-start up safety review process (PSSR).
• Ensure the results of SHE inspections are documented; monitoring the investigation of accidents and injuries; ensuring that corrective actions are taken; and providing recommendations for ways to prevent similar accidents.
• PS10/BS10 protocol and PS/BS Audit preparation
• Lead PSM champion committee and SHE initiatives; BBSO, Near Hit, employee suggestions, my machine, and others
• Manage contractor safety qualification and field supervision during routine operations and major plant turnarounds (TAR).

2. Field safety oversight & incident prevention

• Ensure that SHE Standard Operating Procedures (SOPs) are maintained, and communicated to employees and onsite contractors as well.
• Ensuring managers and supervisors have the appropriate safety, health and environment; accident prevention; and investigation training.
• Ensure that managers/supervisors provide SHE training and information to workers.
• Ensure safety and health hazards are corrected, eliminated or guarded.
• PPE program.
• Establish and enforce site safety policies, including Permit-to-Work (PTW), Lockout/Tagout (LOTO), Confined Space Entry, Line Breaking, and Hot Work protocols.
• Actively participate in turnarounds/shutdowns.

3. Regulatory Compliance & Government Relations

• Maintain inspection and safety documentation and archiving.
• Serve as the primary liaison with government regulatory authorities.
• Ensure site compliance with all applicable statutory regulations regarding hazardous chemical facility operations, high-pressure vessel, and occupational health
• Prepare, update, and submit mandatory regulatory reports, safety permits, and site compliance filings.
• Direct site preparations and represent the plant during official government safety audits and inspections.
• All job activities should be executed in a safe and efficient manner consistent with the INEOS 20 Principles and the Culture of Prevention
• Adheres to and complies with INEOS Global Life Saving Rules
• Provides pre-commissioning and start-up assistance for capital and maintenance projects.
• Networks with other INOES sites to share best practices, enhance network operation, and determine ways to implement value added ideas.

4. Monitoring, inspection and reporting

• Conduct regular site safety inspections, leadership safety walks, and compliance audits to identify and mitigate potential workplace hazards.
• Ensure that all accident reports are recorded in a timely, complete, and accurate manner.
• Carry out incident investigations and RCA’s.
• Document and retrieve all the environmental data and observations, and record and compile them in the form of reports and files
• Maintain ISO45001, ISO14001, ISO50001 and PSM program in order to have more systematic SHE program at site.
• Having the authority to: 1) Stop and prevent unsafe actions, 2) Stop the use of unsafe equipment and tools, and 3) Stop work and/or have employees leave a work area.
