  • Level of education & knowledge: 
    • Fluent in speaking and writing English
    • Bachelor’s Degree, preferably in chemical/mechanical engineering or Business administration
    • General Knowledge of chemical industry characteristics
    • Familiar with ERP system and knowledge of SAP
  • Experience in general & Technical skills: 
    • A high level of competence and vision to enable the negotiation of complex, long-term contracts to ensure optimum business results.
    • Experience and competence to understand dynamic global and local market environments.
    • Proficiency in IT tools, including SAP MM and MS Office
    • Good knowledge of technical materials and services

Responsibilities/Accountabilities of the job: 

1. Procurement of indirect spend – MRO, ICT, Services and utilities including green energy

    •    Business services
    •    Logistics services (Include transportation)
    •    Information and communication technology
    •    Technical materials and services
    •    Packaging
    •    Tolling service
    •    Utilities (including green energy)
    •    Secure multiple suppliers by sourcing strategy
    •    Develop sustainable competitive advantage to achieve cost leadership.
    •    Ensure purchasing compliance – legal, tax, trade sanction, fair trade and local regulation etc.
    •    Ensure implementation and further development of INEOS Multi-Business Agreement (MBAs)

2. CapEx management including large project.

    •    Ensure preparation and execution of project sourcing and contracting strategy as well as key contract clauses.
    •    Review sourcing and contracting strategies and prepare Project Procurement Statement
    •    Ensure the timely preparation of procurement tender documents based on technical specifications and scope and professional management of procurement schedule.
    •    Ensure compliance with the project budget related to CapEx procurement.
    •    Follow up of contract – Delivery, quality, payment, claim.
    •    Support global initiative on Best Cost Country Sourcing (BCC)

3. Develop category strategy of indirect spend.

    •    Develop and maintain regional category wave plan.
    •    Define regional demand of each category.
    •    Ensure close collaboration with RCBs for global category development.
    •    Lead related regional sourcing and contracting strategies with regional category buyer for local/ regional implementation.

4. Spend management.

    •    Challenge demand and critically review requisitions, technical specifications and scope.
    •    Solicit tenders and follow up on bid proposals
    •    Analyze quotations, prices and commercial conditions (TCOs) and set up a commercial bid comparison, Coordinate the bid evaluation process with other disciplines.
    •    Lead negotiations to secure best commercial terms in accordance with the technical specifications and requirements to ensure best value.
    •    Present sourcing strategies and award recommendations to upper management.
    •    Develop and execute action plans to optimize stock levels in coordination with technical departments and supply warehouse.

5. Contract management

    •    Develop, implement and execute contract (renewal) strategies.
    •    Lead the contractor qualification process and coordinate SHE evaluation.
    •    Negotiate and administer frame agreements and contracts.
    •    Procurement lead of Capex projects in cooperation with different project teams and stakeholders.

6. Supplier and Contractor management

    •    Market screening for new and potential suppliers and contractors
    •    Audit and selection of suppliers and contractors
    •    Set up and manage a pool of preferred suppliers and contractors
    •    Evaluate and monitor supplier performance.
    •    Analyze supplier risk and implement mitigation measures.
    •    Implement Supplier excellence approach incl. segment suppliers and define treatment strategies for strategic and key suppliers
