Purpose / Role of the job:

• According to the laws and regulations and the requirements of the INEOS Group, using advanced safety management experience and safe production technology at home and abroad to conduct safe production management of the base. 

• Participate in the coordination of internal and external customer advisory and reporting requirements regarding health, safety, environmental, safety and quality issues. Actively develop, deploy and implement SHE programs to reduce work-related injuries and illnesses and ensure compliance with environmental requirements. Develop and implement an organizational security plan. Review and update institutional SHE policies and conduct risk assessments to identify potential hazards.  

 

What you will do:
 
Production / Maintenance Safety: 
•    Deliver SHE trainings and examinations to new employees, contractors, and visitors. 
•    Conduct daily safety patrol in the field, finding and solving safety substandard timely. 
•    Daily sign and re-check work permits and monitor the implementation of SHE requirements. Responsible for the routine inspection of PTW and ensure timely feedback and internal communication. 
•    Identify and assess critical/major potential risks and high-risk activities; Organize risk assessment and coordinate to follow up related action plans. 
•    Responsible for Fire Fighting and ERP Devices system management and related asset maintenance, including the inspection, evaluation, test and etc.  to fulfil the compliance requirement. Responsible for Fire Fighting and ERP Devices purchase, stock management and warehouse management.
•    Responsible for PPE module and conduct the PPE risk assessment and selection to ensure the fitness for health & safety protection. Responsible for the PPE purchase, stock management and warehouse management. 
•    Responsible for Supervise PPE wearing situation, including employees and contractors. 
•    Lead site ERP team and organize regular specific trainings to all staff. 
•    Responsible for PTW module, contractor management and contractor tools inspection. Coordinate for the contractor management meetings. 
•    Keep on improving SHEQ management system to control all risks to prevention of accident and incident. 
•    Responsible to give the security management guidance for admin supervisor. 
•    Responsible for incident management, including the RCA training, RCA documentation and follow-up action tracing etc. 
•    Participating in PHA(HAZOPs)/MOC/risk assessment at site as per procedure and request. 
•    Perform other duties, as assigned by SHE-Q manager. 


Emergency response and crisis management: 
•    Implement the emergency response scenarios and crisis management procedure; Continue to improve implementation of emergency response case and crisis management procedure. 
•    Assist to review all SHE manual and procedure document periodically and update it accordingly. 
ISO9001 / ISO14001 and Safety Management System:
•    Participate in Ineos Styrolution SHE system management and safety standardization system. Responsible for some elements of 20Ps/IGGNs, implementation and maintenance of the SHE management system. 
•    Be participate for safety/process safety including setting up SHE topics and share with Ningbo colleagues. 
•    Conduct relevant tasks, as the leader for ISRS Element 7 ERP and Element 11 PPE. 

 

SHE Budget and Report: 
•    Participate in SHEQ annual fixed cost budget and CAPEX budget 
•    Participate in some SHEQ monthly reports and provide some data 

 

Government Relationship:
•    Catch up with government requirements and follow up including Environment Protection Bureau, Safety Production Supervise Bureau and Occupational Health Supervise Bureau. 
•    Communicate with relevant departments and local authorities regarding SHE affairs. 与
•    Maintain good relationship with governments; renew and obtain permits or certifications in time. 
•    Be in charge of related government audits. 

 

Suppliers and contractors: 
•    Responsible for PPE vendor, Fire Fighting service company, safety consultant and others supplier selection and evaluation.
•    Inspect and monitor site safety, including contractors and all employees. 

 

Team Work 
•    Have teamwork spirit; contribute to build up an effective and efficient teamwork through enhancing the cross-function communication. Provide the support and share the knowledge to team members. 

 

Required profile:


•    University Degree or above, majored in Chemical, Safety Engineering or Engineering related.
•    At least 5 years of working experiences in related fields, with experience in team management.
•    Excellent communication skills (English & Chinese), initiative to identify and solve problems, work independently and with team spirit, think creatively in handling problems & be able to work under pressure.
